The Biomedical Engineer/Project Scientist will support the Warfighter Health, Performance and Evacuation (WHPE) Product Management Organization (PMO) at the U.S. Army Medical Materiel Development Activity (USAMMDA).

This task will require moderate (10-25%) travel to locations throughout the United States, as well as OCONUS locations TBD.

What You'll Be Doing
Supporting one of three assemblages, and their respective contents, that compose the Holistic Health and Fitness (H2F) system - the Medical Equipment Set (MES) Occupational Therapy (MES-OT).
Conducting a systems analysis for all identified devices and assemblages (sets), to include communications interface, data modeling, systems security, information assurance, patient privacy, and program assessment to support integration planning and systems program management.
Developing documentation and implementing systems engineering, acquisition, and support strategies for assigned H2F products.
Developing systems engineering, program, and acquisition documentation in support of major acquisition decisions for assigned products and assemblages, as required.
Developing and implement a system engineering management process through the entire system engineering life cycle for assigned H2F products.
Developing and manage a test program that is consistent and aligns with the Program-wide Test and Evaluation Master Plan for assigned products and assemblages.
Compiling and document plans, processes, test objectives, test results, and other documentation as required for assigned H2F products.
Coordinating with required external program offices, to include but not limited to, Medical Communications for Combat Casualty Care (MC4), United States Army Medical Information Technology Center (USAMITC), and Defense Health Information Management System (DHIMS) to establish required systems integration, communication and security between all key components and sub-components to effectively satisfy program requirements.
Managing configuration control, ensure successful integration and interoperability, and champion life-cycle management of the H2F products by building integrated product team partnerships with other DoD organizations.
Participating in the requirements generation process with the Army Medical Department Center and School (AMEDD C&S), Medical Center of Excellence (MEDCoE), Capability Development Integration Directorate (CDID) for assigned H2F products, as required.
Conducting internal project requirements analysis for assigned H2F products to derive lower level requirements and system specifications with traceability from system specifications, through lower-level requirements, to the end user requirements represented in the CDID published requirements.
Preparing contract documentation to include but not limited to market research, acquisition strategy, independent government cost estimate, performance work statement, purchase request, justification & approval on contracts.
Performing logistical analysis and analyze materiel fielding as part of medical logistics project management.
Supporting and consulting with product management staff, OTSG consultants, requirements generators, and regulatory support to meet H2F program objectives
Developing and implementing the logistical strategic planning process for the provisioning of the subsystems that make up the Mission Equipment (ME).
Providing direct support of uniformed soldiers during test, evaluation, fielding, training exercises and warfighter assessments. This includes all levels of review and oversight of H2F and other supported systems as required.
Participating in discussions to analyze and interpret medical equipment to trend current practices to ensure inclusion of the most appropriate equipment and supplies in various medical unit assemblage publications
Participating in various discussions involving new or replacement medical equipment to ensure proper parallel planning and sharing of information for timely development, review, and publication of medical equipment configuration and unit assemblage and Set, Kit and Outfit (SKO) documents.
Participating in special projects as required.


Must be U.S. citizen and be able to obtain a T1.

Bachelor’s Degree in engineering or related discipline, or the equivalent combination of education, professional training, or work experience.

5+ years of related experience.

Possess a level of familiarity with Fitness and Rehabilitation Sciences, Network Engineering and DOD Risk Management Framework (RMF) requirements.

Have capability of applying subject matter expertise in the areas of Biomedical Engineering, System Engineering and the AMEDD process for developing, procuring, packing, marking, storing, and fielding SKOs.

Familiarity with the DoD Medical Supply Chain and Logistics Management infrastructure and systems.

Experience as a logistics planner or in performance based logistics with the Army with an understanding of the system function and effect on the defense supply system.

Must have experience with Microsoft Office, to include MS Outlook, MS Project, MS PowerPoint, MS Excel and MS Word.
